    Podgorica, Montenegro (22 February 2018) – In order to further improve the public administration, the Montenegrin Cabinet, at today’s session, passed the Decree Amending the Regulation on the office operations of state administration bodies. The amendments relate to harmonisation with the new Law on Administrative Procedure and the regulations on electronic administration, electronic document, electronic identification and electronic signature.     Podgorica, Montenegro (22 February 2018) – In order to further improve the public administration, the Montenegrin Cabinet, at today’s session, passed the Decree Amending the Regulation on the office operations of state administration bodies. The amendments relate to harmonisation with the new Law on Administrative Procedure and the regulations on electronic administration, electronic document, electronic identification and electronic signature. In addition, the decree also prescribes a uniform form of acts to be used by public administration bodies in official correspondence.

    The Cabinet passed the Information on the implementation of the Krnovo wind power plant project and accepted Annex no. 6 of the Agreement on land lease and construction of a wind farm at Krnovo locality. The Annex will, in accordance with the Law on Energy, provide conditions for concluding a contract between the investor and the Transmission System Operator on the purchase of a part of the infrastructure the investor has built, which is envisaged by the ten-year plan for the development of the transmission network. The discussion emphasied that for this purpose an EU grant of EUR 5.8 million was provided (as part of the grant for the Trans Balkan Corridor of EUR 25 million), which means that there will be no cost for Montenegro Transmission System, or there will be no reflection on the tariff of electricity end-customers. This way, the infrastructure, which is an integral part of the wind power plant project and the infrastructure, which is an integral part of the transmission network development plans in Montenegro, will be separated.

    Today’s session also passed the Information on the preparation of the register of the population, households and dwellings in 2021. The Information indicates the preconditions that need to be fulfilled in order to enable the implementation of the Census using administrative registers/records. The discussion stated that the implementation of the project tasks defined in this Information will create the basis for assessing the applicability of the methods of collecting population data on the basis of registers, which will serve as the basis for making the final decision on the method of collecting data for the needs of the Census of Population, Households and Dwellings in 2021.

    The Government adopted the Commitments on Confidence in Statistics. By adopting the document, the Government commits to fully comply with international and European standards on the quality of statistical data, in particular the principles of the European Statistics Code of Practice, to guarantee the professional independence of the statistical institution, to promote it in public and protects against any doubt in its credibility provide quality data from administrative sources and registries, in order to continuously improve the quality and coverage of official statistics, and to report on the above to the European Commission annually.

    Concluding the session, Prime Minister Duško Marković informed the Government that he had accepted the resignation of Minister of European Affairs Aleksandar Andrija Pejović.
