The session of the Municipal Assembly of Herceg Novi began in unusually constructive dialogue between the government and the opposition, but ended with the disciplinary measures against ten opposition councillors who deliberately violated the rules of procedure.
Namely, when the assembly was supposed to vote on appointment of the members of the Steering Committee of the Public Institution Day Centre and then on the dismissal of a member of the Tourism Organisation Assembly, the opposition councillors did not want to vote either for or against or to abstain, although they are bound to do that by the Rules of Procedure of the Assembly.
They probably wanted to obstruct the ruling coalition DPS-Izbor when they realised that they lack one councillor for the quorum, since only 17 councillors of the ruling coalition were present.
Not allowing such a situation to affect the validity of the assembly’s decision, the chairman Andrija Radman repeated voting after one councillor had appeared, thus making the quorum. The decisions were passed, but opposition councillors deliberately violated the rules of procedure. At one point, councillor Danijela Djurovic (SNP) even remarked: “So punish us”.
No sooner said than done! Radman proposed abolishing this month salary to the councillors who knowingly violated the rules of procedure, thus obstructing assembly’s operation and showing disrespect for the institution by failing to use voting techniques.
Thus collected funds would be sent to the Mladost orphanage.
Seventeen councillors supported the proposal, whereas two of them abstained.
