President of the Movement for Changes (PzP), Nebojsa Medojevic, urged lawyers in Montenegro to publicly react and prevent “physical and psychological torture to which are exposed detained officials, members and activists of the Democratic Front”.
As he said, the Constitution of Montenegro stipulates that detention is an extreme measure and that it should last as short as possible, only if it is necessary for the unhindered conduct of criminal proceedings.
“Unfortunately, the Chief Special Prosecutor Milivoje Katnic, with help and complicity of the courts, uses the measure with discretion, broadly interpreting legal norms, not as an exceptional measure, but as a key investigative measure to put pressure and to torture suspects. Often, as the sole investigative measure, due to the lack of obtained evidence documenting the merits of suspicion, ” says the first man of the Movement for Change in an open letter.
