The goal of the Ministry of Interior (MUP) is not to make it impossible or pointless a legitimate right to freedom of peaceful gathering, but to find an appropriate balance between the rights of one group to protest and other group of citizens to enjoy their rights, which are also guaranteed by the Constitution, it was announced from Ministry of Interior.
As a reminder, the NGO sector has recently concluded that the ban on organizing public meetings on the streets is contrary to the Montenegrin Constitution and international standards.
“Appreciating the dilemma of the NGO sector in connection with the announced amendments to the Law on public gatherings and public events, we note once again that the goal of the Ministry can not be to make it impossible or senseless a legitimate, guaranteed by the Constitution and the internationally recognized right to freedom of peaceful gathering. The aim is to find an adequate balance between the rights of one group to protest and other citizens to enjoy their rights, which which are also guaranteed by the Constitution “, the Ministry of Interior announced.
They argue that the law on public gatherings and public events has certain deficiencies in the application that requires necessary changes in order to improve specific solutions.
